CARB versus EPA converters, and why your state matters
There are two regulatory tiers for aftermarket converters in the US. EPA-compliant units are legal in most states. CARB-certified units meet California's stricter durability and efficiency standards, carry a CARB Executive Order number stamped on the shell, and cost substantially more.
California requires CARB-certified converters on virtually all registered vehicles, and a number of states have adopted California emissions standards, including New York, Colorado, Maine and Washington among others. Adoption changes over time, so confirm the current rule in your state before buying a part online. Fitting an EPA-only converter to a California vehicle means failing the next smog inspection and paying for the job twice.

Before you spend $2,000 on a converter
A P0420 code says the downstream oxygen sensor is not seeing the difference it expects across the converter. That is consistent with a failed converter, and it is equally consistent with a lazy oxygen sensor, an exhaust leak upstream of the sensor, or a converter that is fine but was poisoned into inefficiency by something else.
- Confirm no misfire codes such as P0300 or P0301, and no lean codes like P0171.
- Check for exhaust leaks ahead of the downstream sensor — a small leak lets in outside air and mimics converter failure exactly.
- Compare upstream and downstream sensor waveforms on a scan tool. A downstream sensor that mirrors the upstream one confirms the converter is not storing oxygen.
- Verify oil consumption. An engine using a quart every 1,000 miles will coat a new converter's substrate in months.
- Check theft. Converter theft is common; a sudden loud roar and a missing section of pipe is a stolen converter, and it is usually an insurance comprehensive claim.
